			<content:encoded><![CDATA[<p><strong>RULES FOR THIS TOURNAMENT</strong><br />
1. This tournament will use the Little League birth date cut-off rule of April 30.  The rule states that if you are 10 years of age as of April 30 of this year, you are eligible to play in this tournament.  This rule does imply that there may be young 11 year olds eligible to play.  As has always been our policy younger players are also eligible.<br />
2. Games are six innings or one hour, twenty-five minutes-whichever comes first. The semi-finals and finals are six innings with no time limit. A new inning starts as soon as the last out is made in the previous inning.  Once an inning starts, it must be completed. In the event of injury, the official scorekeeper will stop timing until play resumes.<br />
3. A ten-run rule applies after four innings and a fifteen-run rule after three. This rule applies in all games.<br />
4. A pitcher may pitch no more than 3 innings per game, 6 innings within a day and no more than 10 innings within the tournament. One pitch in an inning is considered an inning pitched. Violation of this rule results in forfeiture. The coach of each team must maintain a pitching sheet and record the number of innings pitched by each pitcher from their team.<br />
5. The pitching distance is 46 feet. The basepaths are 60 feet.<br />
6. Stealing: A runner may not leave the base until the ball crosses home plate. The only time a runner may steal home is if there is a play made on a base runner. No stealing home on a passed ball. No delayed steal of any kind is allowed. No runner can advance on overthrows back to the pitcher.<br />
7. The ball must be returned directly to the pitcher following an out. The pitcher may intentionally walk a batter by indicating that intent to the umpire. There is a limit of three warm-up pitches at the start of an inning or following a change of pitchers. This may be extended at the umpire&#8217;s discretion.<br />
8. Players must use  a 2 1/4 barrel bat;  no length or weight restrictions.<br />
9. The infield fly rule is suspended.<br />
10. Metal cleats are not permitted. Non-metal cleats are allowed. All batters, runners and players serving as base coaches must wear helmets with ear flaps. Catchers must wear throat protectors.<br />
11. The Stars of Tomorrow promotes participation. Teams may bat everyone and use open substitutions, but they can choose to only bat nine and use regular substitution rules (one re-entry per starter or non starter).  A team cannot change its choice during the game. No Designated Hitter.</p>
<p>12. If a team has an injury and does not have eligible players left on the bench while batting nine players, then they will be allowed to enter a player who had already been removed from the game. If batting everyone with free substitutions and a player gets injured, the injured player may be dropped from the lineup without penalty, however, the injured player may not re-enter the game.</p>
<p>13. The use of <strong>profanity and/ or abuse of tournament officials or umpires will not be tolerated</strong>. Those  not complying with this rule will be asked to leave the field and their game(s) may be forfeited as determined by the umpire or tournament officials.</p>
<p id="text"><strong>TOURNAMENT PROCEDURES</strong><br />
The 2012 Tournament will consist of a Pool Play Tournament.  Teams will be guaranteed 3 games. Top teams will advance to bracket play.</p>
<p><strong>TIE-BREAKER PROCEDURES</strong><br />
If two teams are tied at the end of pool play, the winner of their head-to-head game advances. If three or more teams are tied and one team has defeated both or all of the other teams, that team advances. If that is not the case, a three, four or five-way tie goes in favor of the team which has allowed the fewest runs. If three or more teams are still tied, a flip of the coin will determine who advances. Whenever two teams remain tied, the head-to-head winner advances.</p>

<p>The City of La Crosse is located in west-central Wisconsin and is nestled between the Mississippi River and scenic bluffs.  The Coulee Region is one of the most beautiful geographical areas in the county, providing a beautiful backdrop for the tournaments.</p>
<p>Starts of Tomorrow Inc. is a nonprofit organization and has been successful for over 50 years because of community volunteers and the many teams that participate.  We thank you for your team’s interest, and hope you will join us for another successful year full of memories.</p>

2. Games are six innings or one hour &amp;  forty-five minutes-whichever occurs first-unless the game is tied. The time is marked at the end of an inning.  Once an inning starts, the inning must be completed. All games are played to a decision.  The semi-finals and finals are six innings with no time limit. A new inning starts as soon as the last out is made in the previous inning. In the event of injury, the official scorekeeper will stop timing until play resumes.<br />

5. High-school distances and rules apply, except as stated herein.<br />

7. The rule on bat weight vs length is a rule of -Three (i.e. a 32 inch bat must weigh at least 29 ounces). The barrel diameter must not exceed 2 5/8&#8243;. This is in accordance to the NFHS rule.</p>

If two teams are tied at the end of pool play, the winner of their head-to-head game advances. If three or more teams are tied and one team has defeated both or all of the other teams, that team advances. If that is not the case, a three, four or five-way tie goes in favor of the team which has allowed the fewest runs. If three or more teams are still tied, a flip of the coin will determine who advances. Whenever two teams remain tied, the head-to-head winner advances.</p>

			<content:encoded><![CDATA[<p><strong>RULES FOR THIS TOURNAMENT</strong><br />
1. This tournament will use the Little League birth date cut-off rule of April 30.  The rule states that if you are 12 years of age as of April 30 of this year, you are eligible to play in this tournament.  This rule does imply that there may be young 13 year olds eligible to play.  As has always been our policy younger players are also eligible.<br />
2. Games are six innings or one hour, twenty-five minutes-whichever comes first. The semi-finals and finals are six innings with no time limit. A new inning starts as soon as the last out is made in the previous inning.  Once an inning starts, it must be completed. In the event of injury, the official scorekeeper will stop timing until play resumes.<br />
3. A ten-run rule applies after four innings and a fifteen-run rule after three. This rule applies in all games.<br />
4. A pitcher may pitch no more than six innings in a day and no more than 12 innings in the tournament. One pitch in an inning is considered an inning pitched. Violation of this rule results in forfeiture. The coach of each team must maintain a pitching sheet and record the number of innings pitched by each pitcher from their team.<br />
5. The pitching distance is 50 feet. The basepaths are 65 feet.<br />
6. A runner may not leave the base until the pitcher releases the ball.<br />
7. The ball must be returned directly to the pitcher following an out. The pitcher may intentionally walk a batter by indicating that intent to the umpire. There is a limit of three warm-up pitches at the start of an inning or following a change of pitchers. This may be extended at the umpire&#8217;s discretion.<br />
8. Players must use  a 2 1/4 barrel bat;  no length or weight restrictions.<br />
9. Metal cleats are not permitted. Non-metal cleats are allowed. All batters, runners and players serving as base coaches must wear helmets with ear flaps. Catchers must wear throat protectors.<br />
10. The Stars of Tomorrow promotes participation. Teams may bat everyone and use open substitutions, but they can choose to only bat nine and use regular substitution rules (one re-entry per starter or non starter).  A team cannot change its choice during the game. No Designated Hitter.</p>
<p>11. If a team has an injury and does not have eligible players left on the bench while batting nine players, then they will be allowed to enter a player who had already been removed from the game.
